New Commuter Parking in Fairfax County
December 16, 2010
Gwen Krahl
Working under job order contracts issued as part of the National Joint Powers Alliance, a national purchasing group for municipalities, TMG oversaw the two-phase conversion of a Springfield, Virginia retail store site into a Fairfax County-sponsored 277-space commuter parking lot.

Commencing late in July 2010, the initial five-week project encompassed demolition. The building, a vacant 33,000 SF Circuit City store at the Old Keene Mill Road/I-395 interchange, was a blight on the community with homeless people living inside and gang activity all around. After ensuring the building was no longer occupied, confirming that all utilities had either been disconnected or abandoned, and protecting the site with security fencing, the building was razed. All demo materials were sorted on site and then recycled.

Phase 2 included the removal of the slab, foundation, demo of existing asphalt, removal of unsuitable soils, sub-grade stabilization, and re-grading. This was followed by curb/gutter, paving and striping. Finishing touches included the installation of a 5,000 SF rain garden, a bus shelter and bicycle racks. Phase 2 completed November 30, 2010.

On December 6th, Fairfax County officially opened the lot used primarily by "sluggers" who, by increasing the occupancy of a given vehicle, hope to hitch a ride to the Pentagon or downtown DC via either I-95 or I-395 HOV lanes.
